nongnu: steam: Use manifest for propagated inputs.

* nongnu/packages/steam-client.scm (steam)[propagated-inputs]: Remove.
  [arguments]: Add former propagated-inputs to manifest.scm and fix
  quoting in store-item->manifest-entry output.
