NEWS: Add notes for the 0.3.1 release

I think this is ready to go now, but I'm going to impose a mandatory
waiting period this time to catch any last-minute issues.

to. The tags (which can be either added or removed) can be
customized with the customization variable
`notmuch-message-replied-tags': a list of strings. Any string

(or neither "+" nor "-") will be added. The default is for all
replied messages to be marked "replied"
This bug could be triggered by replying to a message where the
user's primary email address did not appear in the To: header and
the user had not configured any secondary email addresses. The bug
was a simple re-use of the same iterator variable in nested loops.
