emacs: accept empty tag list in `notmuch-tag'

Since `notmuch-tag' is a non-interactive function and hence is meant
to be invoked programmatically, it should accept zero tags.  Also, the
tagging operations (bound to "*", "+", "-") would accept empty input
without an error.
