Daniel Kahn Gillmor 7061e41cd0 python: convert shebangs to python3
This is the last bit of "python" left in the notmuch codebase.

https://www.python.org/dev/peps/pep-0394/#recommendation encourages
"third-party distributors" to use more-specific shebang lines.  I'm
not certain that the notmuch project itself is a "third-party
contributor" but I think this is a safe way to encourage people to use
python3 when they're developing notmuch.

We already have python3 explicitly elsewhere in the codebase for
developers (in nmbug).

notmuch -- The python interface to notmuch
==========================================

This module makes the functionality of the notmuch library
(`https://notmuchmail.org`_) available to python. Successful import of
this module depends on a libnotmuch.so|dll being available on the
user's system.

If you have downloaded the full source tarball, you can create the
documentation with sphinx installed, go to the docs directory and
"make html". A static version of the documentation is available at:

  https://notmuch.readthedocs.io/projects/notmuch-python/

To build the python bindings, do

  python setup.py install --prefix=path/to/your/preferred/location
